Charles Philips, Deputy Director at DECC was quizzed at some length by Industry during the Retrofit Summit conference on the Government’s proposed changes to the green levies confirmed in the Chancellor’s Autumn Statement.

The panel session, chaired by Kerry Mashford at NEF, with panellists from DECC, NEA, sustainableBYdesign and Travis Perkins was the highlight of the conference that took place on 05 December at the Business Design Centre, in London.

Charles Philips explained that the changes to ECO will be consulted on with Industry and he envisaged this would take place early next year. Any changes will need to be approved by parliament and Charles was hopeful that these changes would come into force in April 2014. “We will want help to determine the precise detail for ECO and the new money available. There is lots of detail to thrash through. ” he said.

The Retrofit Summit explored the challenges and opportunities in light of the recent DECC announcements on ECO and Green Deal. An exhibition comprising leading names from the Industry including EDF, Keepmoat, Willmott Dixon and SIG360 took part in the event which was followed by the Retrofit London conference the next day.
